I am tryign to clean up my parents computer and I decided to take a look at the MSCONFIG startup. I was going thru all the programs to dissable any that are not needed and I ran across this program called:

qbxgzfkA It says it is in C:\Windows\qbxgzfkA.exe

I can't find anyhitng abut it online at the MSCONFIG site or even on google....

What should I do with this? (Dissable or leave it on?)

Sounds fishy to me... I looked at the usual system process information sites and saw nothing. I'd be inclined to kill it.

What OS is this?

Yea... I'd kill it, and run an AV, AS, and Anti-Rootkit scan on that system.

QB usually refers to a quickbooks file. That particular file isn't one of their exe's. It is possible that someone renamed something for security reasons, but it seems more likely to be spyware. Scan first. Then rename it and see what happens. You can also right click it and look at "properties". A real file should have author and company info. Also, look at "date modified" and see what else in windows was modifed that same exact time.
